Learn one bird's call and you will hear it on a street you have walked down for ten years. The bird was always there.
The change was in you.
Attention works the same way on people. Spend a week deliberately looking for the effort others are making — the receptionist holding a queue together, the parent staying patient at a third repetition — and the supply appears to increase.
It didn't increase. You have stopped filtering it out, which is most of what compassion is in practice: a change to what gets through.
