The car that cut across you at the roundabout might contain a man who has just been told something over the phone that he has not finished absorbing. Or it might contain an idiot. You will never find out which.
Compassion in every situation is not a judgement about who has earned it. It is a working policy adopted because the information never arrives in time. You assume the phone call. It costs you nothing, it happens to be true more often than you would think, and it saves you from carrying a stranger's driving around for the rest of the morning.
