Offers get refused constantly by people who badly need them. A lift declined at a station in the rain. A neighbour who says *any time, honestly* and is never once taken up on it, partly out of politeness and partly out of a suspicion that needing things is a failing.
Provision doesn't usually arrive as a windfall. It arrives as a person with a spare afternoon, and it has to get past a door you are holding.
The letting is the difficult half. It means saying yes badly, before you have worked out how to repay it, which for a lot of people is harder than going without.
