Nobody has authority over weather. What sailors have is a set of things they do when it arrives, decided long beforehand on a calm afternoon with a mug of tea in hand.
Reef the sail at this wind speed, not that one. This person makes the call. Everything on deck gets tied down before it starts, because nobody ties a good knot while frightened.
The equivalent is worth writing out while things are quiet. Who you phone. What you stop doing first. Which two things stay non-negotiable however bad the week gets.
Decisions made in advance are the only ones that survive the noise.
