There is a gate in most gardens that only latches if you lift it slightly as you close it. Everybody who lives there knows the trick. Nobody has ever seriously considered replacing the gate, and nobody has ever been kept out by it.
An anxious mind runs a very detailed inventory of the things that stick and never quite gets round to the rest of the garden. The inventory is accurate as far as it goes. It is just a report on one gate, filed as a report on the whole property.
