The person in charge of a large building overnight does not decide whether a pipe bursts on the third floor. They decide what happens in the four minutes afterwards — who gets called, which door is opened, what is said to the people on the stairs.

Being in charge is a job rather than a power over weather. It means the response belongs to you even when the trigger never did.
