A bus route is never cancelled on the day the council votes. It is cancelled on the day the passenger count drops below a figure in a spreadsheet no passenger has ever seen. Nobody who started driving instead thinks of themselves as having removed a bus. Collectively that is precisely what happened, and the notice goes up at the stop months later to everybody's surprise.
