A lot of goodwill gets stockpiled. Held back for the right recipient, the right occasion, the moment when it will be understood correctly and not wasted on somebody who didn't deserve it.
Released means spent without that check, which sounds reckless and mostly isn't. It looks like tipping in cash so it reaches the actual person, or saying the specific admiring thing out loud instead of thinking it politely. Stored goodwill doesn't accrue interest. Left long enough, it goes off.
