Power and permission get confused constantly. Plenty of people have every ability required and are quietly waiting to be told it's allowed — by a manager, a parent, an imagined committee.

The waiting is invisible, so it doesn't feel like waiting. It feels like being reasonable.

What are you holding until someone approves it? If the honest answer is that no such approval is ever going to be sent, then the wait has stopped being caution. It's just a comfortable place to stand.
