So people improvise, badly and then less badly.

They find out which car park is cheapest. They learn to cook four things properly. They work out which friend can be phoned at eleven at night.

Improvised competence is still competence. The system you're running was assembled at speed out of whatever was in reach, and it is currently keeping something afloat.
