Bystanders are the unaccounted-for part. When somebody helps a man gather up a split bag of shopping on a busy pavement, the person helped is one recipient. The eleven people who watched it happen are eleven more, and a good number of them will do something similar within the hour.

It is a well-documented effect and a strange one, because none of those eleven would say they had been affected by anything. What travels is not the feeling, it is the permission - a demonstration that this is a thing people here do.
