Circles get built by repetition rather than luck. There is always a moment early on where a friendship either becomes a standing arrangement or quietly doesn't — the second time somebody suggests meeting, the Sunday that gets repeated until neither of you has to propose it any more.
The people who end up around you are largely the people you replied to twice.
So it is worth knowing who you want more of, and being slightly shameless about it. Suggest the next date before the current one is finished. Almost nobody minds being wanted.
